ACTION TAKEN: Reboot Required - this means EXACTLY what it
says! You MUST reboot in order for the virus/trojan/malware/etc
can be fixed. AND, if you do not do this then that is almost
certainly WHY it keeps coming back on you. And because this
is not done and you keep getting the other pop-up this, to me,
indicates that the particular virus/malware/trojan/whatever is of
the self-replicating/duplicating/spawning type.
Of course, this is presuming you are not continually going to
bad sites and bringing it back with you.
