I'm not aware of any version of Windows since 98 that does not
automatically run DHCP on the "second" connection when Internet
Connection Sharing (ICS) is started on the "first" connection. So,
using manual IP assignments will work if you how to do it properly and
you know what subnet the ICS machine it using.
I would only use manual IP assignments for unique circumstances. It's
been my experience with helping people who thought they knew how to do
networking, that many fail to set the correct parameters--particularly
the DNS server IP's. Also, once they set manual configuration on the
"second" machine, they tend to forget it and when they take that
computer to another location, they can't figure out why it can't
connect.
Always best to use DHCP when you can.
