If the person has a router/modem combo at home as most homes do...

Then you COULD do ipconfig /all

Once you do that you would find the gateway, usually being a private
address, like KwikOne explains above...

Go out to your browser window and type the IP address in the browser,
you can access your router, which usually has an information tab, just
look around, and it will tell you your public IP address...
