[computer-tech-support: 8019] Can't boot on

I have a Dell Inspiron 545 with windows 7.

When I turn it on everything is fine.

Goes to what user you want.

Then when it to get to the icons page.

it goes to black with a 1000 word message for 4 seconds and restarts
again.

Why I can post this i am on safe mode.

Any advice thanks
