As you can see, the program you want will have to be a service running in the background, which has registered itself for power events and waits for the display off event.
Here's a piece of source code which uses this function but this seems to be a part of an interactive program (which displays something on the screen) rather than a background service program:

for would detect when the monitor is powered down and
run a simple command, like launching an executable or
