[computer-tech-support: 8162] WinRAR Permissions Error

Yesterday I backed up all of my personal files to an external hard drive and reinstalled windows.  One of the files that I backed up was a password protected RAR archive.  I know the password but when I try to open the file from the file explorer I get an error that states "Cannot open (file path)".  When I open in from winrar I get "Cannot Open (file name)".  I tried to repair this file and it gave me "!   Cannot open (file path)!   Access is denied."  I have two copies because the file was backed up on the external drive and the windows install preserved the old file in the Windows.Old folder so I doubt that the file is corrupt.  I checked the permissions on the file and changed the owner to the administrator on the new machine and gave myself full control.  I tried accessing it on another machine and changing the owner/permissions there.  All attempts at opening the file point to an access problem and I can't go back to the original computer because it has been blown away.  What am I missing?  Is there a linux solution that will open with a correct password regardless of permissions?
