[computer-tech-support: 8370] CPU usage always at 100% on AMD Athlon X2

I'm using an AMD Athlon X2 CPU with 4GB of RAM, yet sometimes my CPU
usage goes to 100%.

I previously had no issues for the past year. I thought it was an
SVCHost.exe process that was causing the issue, but I had tried to
apply a patch to fix that and still seem to sporadically have issues.

Anyone know what I could try? Any system monitors or tools I could
use?

I am fairly proficient with computers, so feel free to use technical
terminology.
