[computer-tech-support: 8462] How can the Admin gives permission to the User to access the internet?

The purpose is to logon as User and to connect to the internet.
I do not want to connect to the internet as Admin.

Windows 2000 SP4 and Rollup installed
Wireless-G PC-Card Adapter Linksys WPC54G
Laptop Toshiba Satellite 2230CDS

Start computer, logon with Admin account:
Local Area Connection Taskbar: the media is connected
Link Information from Linksys window: connected to the access point
and internet is found.

Start computer, logon with User account:
Local Area Connection Taskbar: the media is disconnected
Link Information from Linksys window: no association with access point
Opening Local Area Connection, this warning:
Local network: The controls on this property sheet are disabled
because you do not have sufficient privileges to access them. Please
contact your administrator.

Start computer, first logon as Admin, logoff ( not shutting down the
computer ), then login as User.
Local Area Connection Taskbar: the media is still connected
Link Information from Linksys window: connected to the access point
and internet is not found ( the red logo is blinking )
Even with the internet not found, I can browse as User.
