Usually when this happens it is when windows has been set to expand
the desktop (span) across both monitors, make sure the Start menu is
only on one of the two monitors, that would tell you if it is really
primary and secondary, if they open right in the middle try dragging
it, maximizing it, and then closing, and re-opening, and if it opens
still in the middle we will go from there.
