for around 2 seconds and then back off for a self power test, perhaps
yours is doing the same each time, and if it is, then this is a good
feature, its testing everything and if it were to find something wrong
it would not power on.
As far as your CPU Fan, have you tried the stock CPU fan, or another
one? If you or your friend has a voltmeter then test the voltage
coming from the CPU Fan pins on the mobo.
I had a user that their CPU Fan pins went completely south, and didn't
work at all, I just went and bought a CPU to Molex connector so that I
could run the fan off of a normal drive connector, works fine now.
