Sounds to me like a driver issue if you can get 3G connectivity with the same PC but when you boot XP you only get 2G, are you dual booting on the same machine?
-- You might want to look into getting a cell phone signal booster since your Windows 7 laptop occasionally goes into 2G speeds as well.
